Database Analyst (Compliance) -- Vendor Management

Job Description

The Database Analyst (Compliance) charged with Vendor Management, under direction and counsel from the Manager (Compliance) charged with Vendor Management, has day-to-day responsibilities for supporting the selection and management of third-party Vendors employed by Arc Database Marketing Services to support Client data(base)-driven marketing initiatives and supporting the Quality Management System program practiced by Arc Database Marketing Services.

As part of this function, s/he is responsible for helping to monitor performance and compliance with Agency and Client business policy, process and procedure governing the support of Client marketing initiatives through Vendor audit. These audits are approached on four fronts: 1) ongoing quality control checking of consumer data generated by Client marketing programs that is captured and processed by the Vendors; 2) formal audit of Vendor performance via off-site review of work coupled with an on-site review of work; 3) Service Level Agreement metrics. 4) Monitor agency risk tolerance with support from legal and agency compliance teams.

Specific tasks include:

  • Vendor Selection

    -Aid Agency and Client teams with the selection of third-party Vendor(s) across functions (e.g., fulfillment, telemarketing, data entry, database management, sweepstakes, digital direct services) via a formal RFI / RFP process with an eye toward the quality of Agency products and services as well as on adherence to standard Agency process / procedure / protocol, objectivity and fairness. Specific steps in the Vendor selection process include:

    ?Investigate Competitive Landscape

    ?Write the RFI / RFP

    ?Distribute the RFI / RFP

    ?Score the RFI / RFP

    ?Perform Vendor site visit(s)

    ?Recommend Vendor(s)

    ?Negotiate the Vendor contract(s) in partnership with Agency finance and legal resources.

    ?Monitor Vendor Service Levels, Performance, and Compliance Measures

    ?Management, Maintain, and Store all Agency legal and contractual agreements

  • Vendor Training and Set-Up

    -Support initial review of Vendor operations put in place in support of Client business with an eye toward confirming adherence to Client and Agency business requirements and industry best practices, working in partnership with Arc's internal Marketing Services Teams.

    -Develop instruction in writing that clearly communicates any gap(s) in Vendor operations with Client and Agency business requirements / functional specifications and industry best practices as well as defines appropriate action to close those gap(s).

  • Vendor Audit

    -Participate in annual formal on-site audits of Vendor operations with an eye toward confirming adherence to Client and Agency business requirements and industry best practices, working in partnership with Marketing Operations.

    -Write audit reports that clearly communicate any gap(s) in Vendor compliance with Client and Agency business requirements and industry best practices and define appropriate action to close those gap(s).

    -Support repeat audits of Vendors as appropriate with an eye toward compliance.



  • Vendor Contract Management

    -Support contract negotiations with Vendors in partnership with others from Arc Database Marketing Services, LB Finance, Agency Security and Compliance, and LB Legal.

    -Work with Arc Direct Marketing Services teams to develop and document performance measures for vendors.

    -Help measure SLA's (Service Level Agreements) and Vendor Performance as defined in contract on regular basis.

    -Help define and implement action with Vendor on any SLA's out of tolerance with Vendor contract to enforce contract compliance.
